Many of our members have inquired on how to obtain a new retired detectives shield and retired I.D. card. Sgt. Prospero was kind enough to respond with the following procedure:

Retired I.D. cards can be replaced by either contacting Sgt. Prospero and arranging for a new picture to be taken or in some circumstances the retiree can email him a current passport type photo, and he will mail you a new card. However, sometimes the email photo does not upload well into the I.D. program.

Replacement shields have to be authorized by the Superintendent of Police or his designee, usually due to the original being lost or stolen. The circumstances surrounding the request have to include any police reports, filed as a result of the loss or theft. Retirees are allowed a one-time replacement and the fee is $150.00. The price of the material For-retired shields has gone up drastically in the last 2 years.

"Port Authority and NYPD"
to split Ground Zero duties Two police forces put aside disagreements over security coverage

Before 9/11, Port Authority police proudly referred to the World Trade Center as their "house," because they had control over security at the site. But under a plan the bistate agency approved yesterday, they will now share those duties with the New York Police Department.

Under the agreement, New York City police will control the streets within the roughly 16-acre parcel as well as a vehicle security center. Police from the Port Authority of New York and New Jersey will provide security coverage at the site's skyscrapers, PATH rail terminal and the new 9/11 Memorial.

Specific details for a comprehensive security plan must still be developed, but top city and Port Authority leaders hailed the progress that's been made in the long-standing effort to forge an agreement.

Some family members of Port Authority police officers killed in the Sept. 11, 2001, terror attack appeared before the agency's board of commissioners as recently as last month, urging the agency not to cede control of the site to the NYPD. They said such a switch would be disrespectful to the memories of the 37 Port Authority officers who died when the Twin Towers collapsed.

Yesterday New York police commissioner Raymond Kelly and Port Authority police superintendent Samuel Plumeri praised the accord.

"Considering the history of this site and the ongoing threat of terrorism, it only makes sense that the NYPD devote significant resources to protect the World Trade Center," Kelly said in a statement.

Plumeri said he was happy the two police agencies would have "defined purposes" at Ground Zero and noted that Kelly "understands the feelings that our police officers have" about the site.

"I think we did very, very well in terms of this agreement," said Plumeri, noting further decisions about the respective agencies areas of control eventually would be resolved as more-detailed emergency and contingency plans are developed.

Gus Danese, president of the Port Authority Policemen's Benevolent Association, said he would comment after he sees the resolution. (???)

The Port Authority's board of commissioners voted unanimously on the matter, with no discussion, no prior announcement that the issue would be considered, and no opportunity for public comment. The agenda contained a vaguely worded item, "Downtown Restoration Program -- World Trade Center Agreement," with no indication it involved the proposed security-sharing arrangements between the two police departments.

Port Authority chairman Anthony Coscia and executive director Chris Ward insisted the deal came together just before the meeting.

"This was a question mark that needed to be filled in for a long time," Coscia said.




"Part/Time Employment Opportunity"

Bob has advised me that the employer will issue you a Tee shirt that reads POLICE on the rear, and other items, you must purchase Police uniform Blue pants (if you do not have them), this part time work is basically summer work however, they have selected special events throughout the year. Applicant must have a valid State of NJ Retired Police Officer carry permit.

Working conditions are nice, and are concentrated on the Casino amusement pier. They currently have a few openings, however, if you are hired now, even though summer is almost over, you are on the list to work for the next Summer and many summers to come. This is a nice part time job,noting most of the posts are roving patrols with partners. Bob will discuss the hourly rate with you.

"NEW CAREERS AVAILABLE"

 

Kevin Devlin, retired two years ago from the Port Authority Police as the first Commanding officer of Special Operation Division.

He is now employed by Mike Stapleton Associates, which is a security company in lower Manhattan, which is now getting involved with a project for the Port Authority at JFK and LGA. Brian Toohey (Retired - PATN) of FJC security, which has the contract for NIA and Teterboro.

Kevin, is looking for retired law enforcement personal, (hopefully from the PAPD) to fill position for the Perimeter Intrusion Detection Systems professional.

Basically the PIDS operator would be assigned to a desk adjacent to the Police Desk and will be monitoring screens which will have cameras, sensor alarms, ground radar, etc. The PIDS operator will then pass along any intrusions, that maybe an actual, that has been caused by a break into the fence line to the Police desk, for a response by the PAPD.

The starting pay is $28.75 an hour, the position is indoors, climate controlled and working with PAPD officers, almost like going home again.

Kevin, is the first retired from the Port Authority Police to be employed by MSA and he is hoping to bring more of our PONYA family in on this, mostly everyone here is retired NYPD.

RPA Efforts To Secure Medicare Reimbursement
For Port Authority Police Retirees

As has been previously reported at RPA meetings and in various editions of the RPA Newsletter, at the request of several Port Authority RPA members, I, along with the support and assistance of the following Port Authority RPA members, 2nd VP Mike Ferranola, Steve Brown, Marty Dunn and Artie Sweet, have been attempting to convince the Port Authority of NY and NJ, that Port Authority Police retirees, are as deserving of being reimbursed for their Medicare Health Insurance Payments, just as most police retirees throughout New York State are reimbursed.

These efforts include various items of correspondence by myself and Marty Dunn, to and from the Port Authority of NY and NJ and the various Port Authority police unions.

The response from the Port Authority Executive Directors has been: "Benefits are required to be negotiated. Since the Medicare Part B Premium reimbursement benefit is not part of the memorandum of Understanding, it cannot be offered to the Port Authority Police retirees."

My note: We do not agree with the response.

Now thanks to the efforts of RPA member Jerry Barnickle (PAPD) these various items of correspondence and other related information, have been posted on ten pages of the website of Port Authority Signal 8-2

As reported in the March and April newsletters, as a result of the objections of certain active police and fire unions, to retired police and fire retirees being included in health insurance protection legislation, Legislators in 2003 and now again in 2004, drafted health insurance protection legislation for civilian public retirees only, thereby excluding police and fire retirees from this protection (S4986 in 2003, S6150 in 2004). A complete up to date on the bills can be found in the latest issue of the RPA newsletter.

There has been no response from the Port Authority of New York and New Jersey as to re-reimbursement for Medicare payments for retired members of the PAPD. We are still awaiting a response from the PA from our last request that members of the PAPD receive reimbursement payments.
